He specializes in IT law, construction law and legislation. Within IT law, he focuses on cybersecurity, personal data protection, digitalization, electronic signing and identification, software law and startup support. In construction law, his expertise includes obtaining permits for complex building project. In the legislative field, he has been involved in the amendment of a number of laws related to digitalization or construction. In addition to his legal practice, he is an external collaborator of the Institute of Law and Technology at the Masaryk University Faculty of Law.
Jan focuses primarily on complex projects with a technological dimension. He has been working on cybersecurity since the adoption of the current law in 2014 and is now helping clients prepare for the NIS2 Directive and the new law on cybersecurity. In data protection, he advises clients and represents them in inspections, administrative proceedings and before administrative courts, particularly in relation to the use of cookies and the processing of personal data on the web. In the area of digitization, electronic signing and identification, he has been involved in the creation of banking identity, both in terms of legislative frameworks and contractual setup, and provides support in the development of new services. In the realm of software, he provides support in complex contractual negotiations and in setting the contractual terms for cloud services. For startups, he assesses innovative business models and helps set up contractual relationships. In the construction sector, he assists clients in the permitting process for complex, particularly linear construction projects, including representation in administrative and judicial proceedings. In the legislative field, he has been involved in the regulation of banking identity, digital construction management, strategic investment buildings and affordable housing.

As part of the project team of the Czech Banking Association, he participated in the preparation of legislation for the banking identity project. He was actively involved in the preparation of the legislative text itself, as well as in negotiations with the relevant state authorities and in adjustments to the text following discussions within the Chamber of Deputies.
For the Ministry of Regional Development, he and his team drafted legislation on the project for the digitalization of construction procedures. The project required combining knowledge of the processes under the Construction Act and related regulations with a deep understanding of information systems and their interconnections.
For Bankovní identita a.s., he and his team prepared contractual documentation regulating relations with banks and online service providers. He continues to support the client in negotiations related to these contracts.
He provides day-to-day support to a leading Czech energy group on data protection issues, including the resolution of security incidents. The support has included, for example, advising on the marketing use of data and processing a data protection impact assessment for a smart metering system.
Represented a telecommunications client in administrative proceedings and subsequent court proceedings regarding the validity of marketing consents.
Supported a leading Czech financial intermediary in an audit by the Office for Personal Data Protection. The audit confirmed the compliance of the client’s procedures with the regulations and found no breaches.
Advises JetBrains s.r.o. and other software companies on open source software.
He represented a leading Czech supplier of web portals and solutions in negotiating a multi-million euro agile software development contract.
