David specializes in public investments, where he focuses on Energy, IT, Construction, Contracting and others. He provides comprehensive legal advice to both contracting authorities and bidders for public contracts in the preparation of their bids and at all other stages of the public investment cycle.
David is experienced in providing legal support in the preparation of tender documents in terms of the Public Procurement Act, including the preparation of complex contract terms in many major projects worth billions of CZK. He also provides partial legal opinions on key public procurement issues.
He has been consistently involved in public procurement issues since 2004, has participated in the work of EU and WTO advisory bodies, served as an expert nominated by the European Commission to assess the state of preparation of Bulgaria and Romania in the field of harmonisation of public procurement law prior to their accession to the EU and worked as an expert in a twinning project in Croatia. He has experience in public administration, including in the field of legislation.
