JUDr. Lukáš Sommer specializes in legal consulting in the field of law:
He focuses mainly on specific forms of construction implementation (FIDIC, Design and Build, PPP, etc.).
and PPP projects awarded in the Czech Republic in recent years. These projects, spanning ICT, water, waste management, construction and other sectors, have been valued at tens of billions of Czech crowns. He also provides partial legal opinions on key issues in public procurement and PPP projects, and has experience in proceedings before the Office for the Protection of Competition and in representing contractors in procurement procedures. He has also provided legal support in the transformation and set-up of the largest water management systems in the Czech Republic.
He is also active in publishing articles on public procurement, concessions and PPP, as well as in lecturing and contributing to the development of procurement legislation.

In this project, Lukáš participated in the creation of the tender conditions containing a binding model contract, which described the construction of Centrum Palmovka, the building with offices and commercial space as well as its subsequent management including the provision of related services.
Provided comprehensive legal services related to the successful submission of a tender with a value of more than CZK 300 million, not including VAT. Submitter – the Centre for Evaluation of Educational Achievement, a public procurement entitled "Systems of control and a supervision Center, data acquisition and integration of the infrastructure of the logistics security uniform graduation examination (RDC, DDS, I)". In this project, Lukáš participated in the creation of the tender conditions containing a binding model contract, which included the provision of support for the processing of the shared part of the graduation exams by ICT equipment throughout its entire life cycle.

Submitter – the Czech Republic's Ministry of Regional Development in a public procurement entitled "The education system in the 2007-2013 program period.“ Lukáš also participated in the preparation of tender conditions containing a binding model contract, which included the provision of services to the education system in a wide range of educational programs, the value of which was exceptional for a public procurement in the field of education. This public contract was financed by the Operational Technical Assistance Program.

Submitter – the National Library of the Czech Republic in a public procurement entitled "System integrator of the project Creation of the National digital library". Lukáš participated in the creation of the specified tender conditions containing a binding model contract, which outlined the project to create a national digital library. This contract was financed from the Integrated Operational Program.

Submitter - The city of Pilsen in a public procurement entitled "Provision of services and the accessibility of the Rychtářka parking house". In this project, Lukáš participated in the creation of the specified tender conditions containing a binding model contract, which described the construction of the Rychtářka parking house for the property of the contracting authority, its subsequent maintenance and implementation of facility management (real estate management) after a predetermined period of time.
Provided comprehensive legal services relating to the successful submission of procurement with a value of nearly CZK 1 billion, not including VAT. Submitter – Air Traffic Control of the Czech Republic in a public procurement entitled "Replacement of the Main System", with tenders submitted in a competitive dialogue and subsequently in a negotiated procedure with publication, which were executed entirely in English. Lukáš participated in the creation of the specified tender conditions containing a binding model contract, which contained provisions for the Czech Republic's new air traffic control system.
